ІСТОРІЯ СТАНОВЛЕННЯ ТА РОЗВИТКУ ПОШУКОВОЇ ДІЯЛЬНОСТІ ОПЕРАТИВНИХ ПІДРОЗДІЛІВ

Abstract
The article deals with the history of the formation of the search as a separate type of activity. Retrospective analysis of the search work in the law enforcement agencies allowed to distinguish the stages of its formation, namely: the first stage – a period when the search as a means of detecting criminal acts was not separated from the military intelligence; the second stage is characterized by the selection of the purpose of search activities, depending on the urgent need and the emergence of “specialization” of their subjects, who (for example) personnel military – masked by other people; the third stage – directing search activities exclusively on tackling the issues of fighting crime; the fourth stage – the specialization of search units and providing them with preventive functions; the fifth stage is characterized by the centralization of search units and the separation of vowels and secret police units; at the sixth stage search activities carried out by specialized operational units were taken out of the scope of legal regulation; at the seventh stage a separate direction of operation of operational units is identified – search, with the definition of specialized subjects; at the eighth stage search activities were regulated at the discretion of the heads of the territorial divisions of the militia; the ninth stage is characterized by the selection of specialized operational units, the main function of which was search, in an independent unit with a vertical subordination. The main feature of the measures at the first stage was the fact that they were carried out in a comprehensive manner, not singling out in different directions and the specific goal was not addressed. The second stage is characterized by the identification of the purpose of search activities, depending on the urgent need and the emergence of “specialization” of their subjects, which, for example, human resources – masked by other people. The third stage – directing search activities exclusively on tackling issues of crime. The fourth stage – the specialization of operational units and providing them with preventive functions (70-ies of the nineteenth century). The fifth stage is characterized by the centralization of search units and the separation of vowels and secret police units (the creation of a special “flying detachment” of fillets in Moscow in 1894). The sixth – the fall of autocracy in 1917. The seventh stage – during the previous stages, search activities carried out by specialized operational units were taken outside the legal framework. Eighth stage of the withdrawal of the principles of operational workforce to conduct a search. The ninth stage – the separation of specialized operational units, the main function of which was the search engine, in an independent unit with vertical submission, and the normative consolidation in their operation of the system principle.
