ISTOTA SYSTEMU ZABEZPIECZENIA SPOŁECZNEGO W POLSCE

Abstract
W artykule omówiono polski system zabezpieczenia społecznego1. Dokonano analizy trzech obszarów, tj. systemu ubezpieczeń społecznych, zaopatrzenia społecznego oraz pomocy społecznej. Zwrócono uwagę na podstawowe cechy tych systemów oraz normatywne podstawy ich działania. W trakcie analizy zastosowana metodę dogmatyczno-prawną, teoretyczno-prawną. W celu zbadania ewolucji trzech systemów zastosowano także metodę historyczno-prawną. W podsumowaniu podkreślono różnorodność form wsparcia. Dokonano charakterystyki funkcjonowania systemu ubezpieczeń społecznych, zaopatrzenia społecznego oraz pomocy społecznej nie tylko pod kątem istotnych cech, ale i elementów subsydiarności.
