Justification of the conceptual notions and categories of innovative personnal management in the public authority

Abstract
The article deals with the multidimensional analysis of innovative management of the personnel of public authorities as phenomena, process, activity, result, consequences for the further effective and efficient functioning of the public authority as an administrative organization and social-educational microsystem. The proposed innovation management in the public authority as an administrative organization is considered as a process of creating a dynamic organizational structure designed to enable its employees to work efficiently and effectively to achieve predefined organizational goals. The content has been clarified and author definitions have been proposed: innovation process, innovation activity, innovative mobility, innovative thinking, innovative motivation, innovation in personnel management of the state authority, introduction of innovations in the management of the personnel of the public authority.
