Концепції розвитку електронного урядування та електронної демократії в Україні

Abstract
The article is devoted to the problem of the development of "e-governance" and "e-democracy" in Ukraine. The author studies the concept of "e-government" and "e-democracy", taking into account theoretical developments of scientists and regulatory consolidation. The author gives his own vision of each concept and their relationship with each other. Thus, "e-government" is defined as the newest form of management, the operation of which is carried out with the help of information and telecommunication technologies, and aims at simplifying the access of citizens to public administration and improving the work of state authorities. The author believes that "e-democracy" is a broader concept, and "e-government" is the tool by which the possible establishment of "electronic democracy" in one or another country is possible. The analysis of the Concept of the development of e-governance in Ukraine and the Concept of the development of e-democracy in Ukraine and the plan of measures for its implementation are given. Their positive and negative aspects are highlighted. The concept of e-government development in Ukraine has two ways of developing e-governance: conservative or transformational. In terms of using the latest information and telecommunication technologies, transformational is interesting. According to the author, the Concept of the development of e-governance in Ukraine is understandable, consistent with other normative-legal acts, in contrast to the Concept of the development of e-democracy in Ukraine and the plan of measures for its implementation. The provisions of the latest Concept do not comply with the norms of the higher legal acts of the normative acts. And this in turn speaks of non-compliance with the requirements of "the quality of the law". The analysis carried out in the article shows that over the past few years Ukraine has made significant steps towards the introduction of e-governance and the establishment of e-democracy. Currently, there are both positive and negative aspects in the Government Concepts for implementing e-governance and e-democracy. However, this is only evidence of the fact that in Ukraine there are active normative processes aimed at establishing a democratic and legal country that is oriented towards a person and his rights, and would not remain outside the global processes of informatization of society
