Koncepcja zamierzonych skutków - wstęp do teorii

Abstract

The author presents in the article the key facts concerning the Effects Based Approach (EBA). In the first part, the author discusses the theory of Effects Based Operations (EBO) which was developed in the USA. Then he briefly characterizes a similar theory developed much later in NATO called Effects Based Approach to Operations and compares these two approaches stressing significant differences between them. Opinions presented by the author refer also to the state of work advancement and viewpoints on EBA in the Polish Armed Forces. The opinion dominates here that in spite of the lack of formal regulations, there is a need to apply the Effects Based Approach in Poland. Apart from positive opinions, the author mentions also critical ones addressed to EBA basing on the document published by American general James Mattis, a former commander of US Joint Force Command, called „EBO Memorandum”. In the conclusion the author stresses the innovative character of the approach showing in stressing the role of non-military entities and universality of application in reference to contemporary conflicts.
