LABOR MARKET FUNCTIONING IN THE SEGMENT OF WORKING PROFESSIONS

Abstract
The aim of this article is a research of the labor market in the segment of working professions. This segment is studied from the standpoint of the efficiency of the training of skilled workers. The main criterion for the efficiency of the market is the presence of a balance between offering and demand for labor. Vocational and technical education is important in balancing the labor market situation in view of the vacancies, which are registered by State Employment Service. However, there are problems of quality training and employment of graduates of vocational and technical schools, their relevance to the workplace. The research is based on the principles of comprehensiveness and consistency, dialectical approach, methods of analysis. The article reveals the contradictions in the labor market, clarifies the causal relationships with the education market, the reasons of the imbalance of the labor market in the segment of working professions. The reasons for this imbalance are named as follows: difficulties with market medium-term forecasting due to the economic and political situation in the country, centralization management of vocational and technical education, lack of opportunities for local education authorities to correct the amount and structure of state requests, insufficient efficiency of the public employment service and insufficient interaction between the social partners in preparing skilled workers. It has been found a contradiction that consists of the simultaneous existence the demands of time to innovative economic development and high volume registered demand for members of the easiest jobs. The factors of the professional growth of employees were identified. Proposals for balancing the offering and demand in the labor market in the segment of working professions were composed.
