Labour utilization of the foreign prisoners of war on the reconstruction of enterprises in the South of Ukraine (1944-1949)

Abstract

This article tells us about the background, causes and results of foreign prisoners of Soviet camps on the rehabilitation of industrial enterprises in southern Ukraine in the post-war period. The country’s economy destroyed during the war demanded radical reconstruction. For this purpose all available labour resourses have been mobilized. But in the context of postwar shortage of working hands the Soviet leadership attracted the prisoners of war from enemy armies to the rehabilitation. Working in industrial undertakings the prisoners had to pay back the cost of their living and at the same time build production facilities. The author concludes that foreign prisoners filled the gaps in the workforce of the country significantly as they were the only stable reserve of manpower. But throughout the entire period of use of POW labour force in southern Ukraine their productivity remains significantly lower than of civilian workers. Without convincing motivation the vast majority of prisonersin Soviet camps did not agree to give the remains of health and sometimes life to fight for a brighter economic future of the country- winner. Therefore common forms of labour exploitation resistance were equipment damage, sabotage, self-mutilation which led to considerable production losses. However the work of former soldiers of the enemy armies became fundamental in restoring of the key economic installations.
