Lease of land as institutional component of agricultural land market

Abstract

The research subject is the theoretical formation principles of lease relations as an important institutional component of the agricultural land market. The article purpose is the specification of the categorical content of lease relations as a part of the agricultural land market, identification of its current implementation issues and the application possibilities of the international experience in Ukrainian economic conditions. The research methodology. In the investigation author has used the set of scientific methods, including dialectical, structural, systematic, comparable method. Results. The current formation stage of the land market in Ukraine and the main problems that arise in this field are characterized. The essence of the leases of land and their place in the system of market relations are refined. Scope of results. The state resource policy and the methodological tools of its effective implementation. Conclusion. The central element of the land relations system is the agricultural land market. The agricultural lands are the most valuable part of the national land resources, these lands are included in the system of national food security, and their circulation requires some special regulation. The land market may be defined as a part of the land relations, the regulators of which are presented by the set of property rights, the ability to transfer those rights, the competition, the monetary valuation, the price of the land resources etc. The lease of land has to serve as an effective economic tool of land use rationalization. The significant changes in the institute of the lease of land in Ukraine have been concerned with the contracts facilitation. However, not all theproblems of the land market are solved. The land market participants are facing the question of ensuring of the long-term effectiveness of their own activities, which may be based on the implementation of positive foreign experience under the public institutions control. This shouldn't occur because of their economic dictate, but should be based on the justice ensuring among the participants of the land relations, acting independently and taking into account their own interests.
