Legal analytics of administrative reform in Ukraine

Abstract
Almost twenty years has passed from the foundation at the end of 20th century administrative reform in Ukraine. There were defined the key areas of the reform: administrative and legal regulation of the organization and activities of the executive authorities, which is ensured by the adoption of statutory laws, the introduction of mechanisms for legal safeguards for the protection of human rights and freedoms; development and systematization of administrative legislation. At the time of adoption of decision on the necessity of impleme nting administrative reform in Ukraine, the public administration was far from democratic standards of European countries, and the system of executive bodies were characterized by internal contradictions, centralization and the proclamation of human rights and freedoms only without real means of securing them. Prior to the initiation of reforms, periodically, different political forces approached the reforms, but apparently lacking political will and determination of the reformers to take further active steps in the reform. In the article, the author tries to analyze legal enforcement for administrative and legal reform in Ukraine and to carry out organizational, functional and structural changes in the system of executive power. Improvement of legislation during administrative reform was not systematic, there was no unity of legal support of reform processes and inconsistency of legal norms, which prompted the introduction of permanent changes in newly adopted regulatory acts. Changes in the system of public administration mainly concerned organizational problems and did not affect the essential changes in the efficiency and effectiveness of the management apparatus and real mines in the protection of human rights and freedoms. The analysis of the legislative basis makes it possible to assert the existence of significant changes in the formation of legal support for the administrative reform in Ukraine. Legislation regulating the organization and activities of public administration bodies, the state service has become more definite and systematic has become closer to the legislation of democratic states. At the same time, it requires further attention and improvement in the context of those processes that take place in the state and the world as a whole .
