Legal Basis for EU Policy in the Field of Railway Transport

Abstract
The article analyzes the legal framework of regulation the railway as the one of the last sectors of the EU transport sector, which has been a subject to the process of liberalization. It highlights the aspects that make it difficult to build a common railway market and ensure interoperability of the railway network, the implementation of the harmonization of the Member States rail systems, and special attention is paid to the legal norms of the four railway packages and the results of their decision.
