Legal Basis of Public Control over the Activities of the Main Participants in the Energy Space

Abstract
The article is focused on studying the issues of legal basis of public control over the activities of the main participants in the energy space in the process of transition to a new model of functioning of the energy sector of Ukraine. The authors have offered to consider public control as a type of citizens’ participation in the management of public affairs, the basis for which is theoretical concepts about control as a management function. The public sphere has been suggested to consider the sphere of state authorities and local self-government agencies’ activities, as well as public entities, which include the main participants of the relations in the energy space. It has been argued that the means of achieving the goal of public control over the activities of the main participants in the energy space should include the possibility of blocking the decisions of the allied subject, which violate the balance of interests, and ensuring the operative compliance of the activity of the allied object with the balance of interests. Other provisions and propositions have been formulated.
