LEGAL GROUNDS OF FUNCTIONING THE WORLD HEALTH ORGANIZATION

Abstract
The given article is devoted to the analysis of the WHO's activity legal background. Comparing to the majority of other International International Organizations, the foundation of the WHO's activity is claimed to be identical to the said structures, a it possesses a founding covenant, the acts descending from the said covenant as well as the acts proscribed in the founding covenant and other IGO acts. The founding covenant - the WHO Constitution, upon it's legal nature, is an international accord. Concerning the second group, namely the acts descending upon the founding covenant, it would be intelligible to subdivide them into a number of groups. These are represented as follows: a) the internal law of the organization, b) a number of IGO decisions in conation with the implementation of it's aims and functions, c) international accords which are concluded by IGOs with other international law subjects.
