Legal quality of administrative legislation: properties and concepts

Abstract
The article analyzes the concepts and properties of the legal quality of administrative legislation as a condition for the effectiveness of administrative law. In particular, it is noted that the qualitative characteristics of administrative legislation (a separate law) consist of three main groups of its legal properties that determine its legal quality, in particular: the legality of the adoption and publication of a separate law; instrumental and legal properties and properties of legislative techniques. The attention is focused on the fact that the legal quality of administrative legislation is a stable combination of its legal properties (the legality of the adoption and publication of a separate law; instrumental legal properties and properties of legislative technology), which in their integrity form one of the legal conditions for the effectiveness of administrative law.
