Legislative foundations of the professional and qualification component of the formation of human potential in the system of public service of Ukraine

Abstract
The article explores the legislative foundations of the vocational qualification component of the formation of human potential in the system of the state service of Ukraine. In particular, the laws of Ukraine on public service, decrees of the President of Ukraine, subordinate legal acts that created conditions for the development of the national system of public service in 1991-2017 were analyzed.
