Liberal International Order and American Grand (1991-2017): changes and continuities

Abstract
This article aims to characterize the American grand strategy between 1991 and 2017, verifying changes and continuities in the American foreign policy, with emphasis on the construction of the post Cold War liberal international order. The research methodology consists on the content analysis of primary sources, which are the American government’s official documents entitled in general as National Security Strategy, since the George H. W. Bush administration until Donald Trump, taking a specific approach of topics relative to grand strategy and liberal international order, such as democracy promotion, free market and multilateral institutions, with support of specialized bibliography. Our result is the characteriz ation of the American grand strategy, in which we can observe tactical changes in its foreign policy, oscillating between multilateralism and unilateralism, with the main target of keeping the hegemonic position of the United States.
