Local budgets as the financial base of social and economic development of the territory

Abstract
Strengthening the role of local authorities in the formation and implementation of financial policies for the economic and social development of the territories calls for the expansion and strengthening of their financial base and the solution of a number of problems related to improving the methods of using the financial resources of administrative and territorial entities. The article analyzes the mechanism of functioning and implementation of local budgets in the context of sufficiency of financial resources of local self-government bodies to ensure development of the territories.
