Local self-government reform in the independent Ukraine: concepts, priorities, prospects

Abstract
The article is dedicated to the topical problems of the theory and practice of local self-government reform in the independent Ukraine as well as to determination of its priorities and prospects in the context of constitutional law realia of today. Periodization of the main stages of the establishment, development and reform of Ukrainian local self-government in the years 1991/2016 is substantiated, the essence and content of the identified periods are highlighted. The main provisions of decentralization-based local self-government reform enshrined in the draft law on amending the Constitution of Ukraine (as to decentralization] (2015) and in the Law of Ukraine On Voluntary Association of Territorial Communities as of February 5,2015 are set out. The legal organization aspects of the local self-government reform in Ukraine are researched.
