Locating the crisis management and base using the AHP analysis hierarchy method in the 3rd district of Tehran

Abstract
Introduction: Today, population growth and the increasing trend toward urbanization have created problems, especially in developing countries. Inadequate environmental, economic, social, and security conditions have become such that it has made it impossible to continue sustainable development in cities. Mankind has always faced natural disasters. In order to reduce the damage caused by crises such as earthquakes and floods and reduce the amount of the damages to cities, it is necessary to plan the city growth path and population settlement process in cities. One of the issues that the biggest cities in the world are dealing with is natural disasters, for which planning and management are important. Tehran’s metropolis is facing many issues in the field of natural disasters, especially earthquakes, as well as traffic, water, waste, and energy issues, which threaten its stability. Especially in district 3 of Tehran, where the fault also passes through this area. This area is one of the most susceptible areas of Tehran in the field of natural hazards, so preparation for hazards along with effective prevention and mitigation measures is very vital for this area. This area has a population equal to 330004. In this regard, the issue of locating the crisis management base for locating safe places for the temporary settlement of citizens is raised. A topic that many countries have addressed, so they seek to create suitable places to create post-accident relief centers and shelters for displaced people. Meanwhile, a concept called crisis management has been proposed to understand the vulnerability of the city and deal with natural disasters. Natural disasters such as floods and earthquakes have drawn the attention of urban planners and managers to solve the city’s problems due to the extent and severity of damage to buildings and urban infrastructures. Therefore, planning and choosing suitable places for the temporary accommodation of the affected population is one of the most important issues that should always be considered by planners in the field of crisis management. Failure to comply with the allocation of suitable places for these important urban uses may be the basis for a much more serious crisis than the initial incident. The location of the crisis management base is very important to deal with possible crises and the temporary accommodation of the victims. The Purpose of the Research: In this research, the aim is to find a suitable location for the construction of a crisis management base in the 3rd district of Tehran, and take into account various criteria, including natural and man-made factors, which include efficiency, compatibility, safety in the 3rd district of Tehran. Also, library method and questionnaire poll in order to collect the required information were used. Methodology: In this article, two types of man-made and natural criteria have been chosen to identify lands that are suitable for building a crisis management base. In this research, the AHP method has been used for this purpose, and the layers of criteria proposed in the GIS environment have been combined in order to finally determine the appropriate places to build a crisis management base. Also, the opinions of 20 experts and university professors who have been active in this field have been used to weight the criteria. Findings and Discussion: The outcome of exploration is, the most important factor with a score of (0/443) and below the criteria determined by the first-class arterial with a score of (0/667), the compatibility criteria of green spaces with a score of (0/415), geological characteristics and slope The land with a score of (0/400) is preferred for the highest score in locating the crisis management base. Conclusion: According to the research findings, various factors are effective in locating the crisis management base. These criteria are important for finding the right place in today’s complex and changing environment in facing environmental crises. Based on the findings of the research, urban management needs an information dashboard and awareness of the current state of the city. More access to information and resources by urban planners and policymakers can help the proper physical development of the city. Finally, the results of the research show that the northern and northeastern areas of the 3rd district of Tehran can be a suitable place for creating crisis management bases.
