Lula’s foreign policy and Brazil-central Asia relations: geopolitical constraints and hierarchy of global interests

Abstract
This work seeks to investigate why Brazil poorly explored the potential of Central Asia during Lula’s government. Besides the prioritization of Brazil’s interests and the efforts of Brazilian diplomacy, which establishes a hierarchy of priorities, we discuss whether there was a geopolitical constraint to Brazilian presence in the region. The central argument of this article is that this would have occurred because of the importance of the region to other key-partners of Brazil, with whom the bilateral relations were of higher hierarchical interest.
