Making Smart Cities: Issues and Challenges

Abstract
The Central Government has completed the process of selection of 100 Smart cities intended to be developed into smart economic hubs and provide a better quality of life to the citizens by transforming the selected cities under the programme. The chosen cities will have to develop smart physical infrastructure - power, water supply and sewerage, digital system, IT backed efficient public transport and e-governance facilities through a Special Purpose Vehicle to be constituted for the purpose. However, a limited number of the identified projects have been completed. Currently, majority of Indian cities have abysmal service delivery standards with decrepit infrastructure, largely on account of lack of capacity of municipalities- the closest governance system to citizens - to undertake reforms and garner resources. The emerging common view of smart cities is limited to Information Technology digital solutions. Studies by urban sector experts indicate that majority of cities are lagging behind on almost all counts like access to basic amenities, piped water supply, electricity, sewerage networks, built environment and personal wealth. Smart City Mission provides ample opportunities for development of urban centres on one hand but also raises issues and challenges on the other which need to be addressed effectively in making the ambitious programme a success. Principal need of the hour would be to put in place the smart city systems comprising of development plans, municipal finances and talent, empowered functionaries, transparency and citizen participation. The paper attempts to identify the opportunities, issues and challenges of the programme and approach for possible redressal.
