MECHANISM OF EXPOSURE AND COUNTERACTION TO THREATS TO BUDGETARY SAFETY OF UKRAINE

Abstract
The article is sanctified to organization of structure of mechanism of exposure and counteraction to the threats to budgetary safety of Ukraine. The modern problems of organization and realization of budgetary process are considered in Ukraine on the stage of acceptance of budget, his implementation and control and responsibility. The basic elements of mechanism of exposure and counteraction to the threats to budgetary safety of Ukraine are certain. It is suggested to create at national security and defensive of Ukraine Council the committee of monitoring of budgetary safety of Ukraine, that will allow to carry out protecting from present and potential threats to budgetary safety by implementation of monitoring of list of functions, and also application of economic, administrative and institutional methods, a committee. Reasonably, that in basis of counteraction to the budgetary threats must be the fixed system of the programmatic-having a special purpose planning.
