METHOD FOR DETERMINING CITATION INDEX, SCIENTOMETRIC RATINGS AND SCIENTIFIC PUBLICATIONS

Abstract
In the article the method of determining the citation index of scientific publications by different software as well as online. The algorithms for operating Hirsch index using the Publish or Perish program and on-line tools Google Academia. The technique branched evaluation index RINTS means on-line systems in e-library. The methods use abstract database and scientometric platform, Elsevier Publishing Corporation for ranking scientists on indicators SciVerse Scopus. Advances in telecommunications, in particular the development and widespread global computer on the Internet has led to the relevance and necessity of introduction of information and communication technologies in education. As a result of the rapid development of information and telecommunication technologies enabled to create and use modern citation indexes are formed on the basis of scientific publications are distributed in the network and stored in electronic libraries of the world. Scientometric database is also a search engine that generates statistics that characterizes the status and dynamics of demand, activity and impact of codes of individual scientists and research organizations.
