METHODICAL APPROACH TO EVALUATION OF INDICATORS OF ECONOMIC SECURITY OF STATE IN CLUSTERING UKRAINE’S INDUSTRY

Abstract
The study of international experience shows that one of the most effective ways to integrate scientific, technological, innovative and productive capacities of national industry is the adoption of cluster approach to industrial production, which allows creating a new class of production systems that can significantly improve the economic security of state and effectively integrate into the world economy space. The studies of the Ukrainian and foreign scholars formed a solid theoretical and methodological background for the analysis of the processes of clusterization in the economy. However, the impact of industrial clusters on the economic security of state, as well as the issues of creating and scientific substantiation of specific tools for assessing the clusterization potential in industry remained underexplored. The study of clusterization potential and the development of industrial clusters should be based on quantitative evaluation of key specific features defining the essence of industrial clusters as an economic category. Therefore the list of indicators of economic security in clustering Ukraine’s industry must include the level of regional specialization of industrial production, the level of competitive environment in the industry, the level of inter-institution cooperation, the level of development of clusters in Ukraine and the ratio of cluster development in Ukraine and the EU according to the WEF. The measurement of indicators of economic security of state in clustering Ukraine’s industry indicate immaturity of the environment for clustering in Ukraine and generally low development of industrial clusters. Creating the favorable conditions for the development of industry clusters in Ukraine requires the formation of a balanced public policy in this field using the best international experience and tools of cluster policy.
