METHODICAL APPROACHES FOR CRISIS PHENOMENA EVALUATION IN MUNICIPAL ENTERPRISES ACTIVITIES

Abstract

Modern features of economic functioning complicate an objective assessment of the economic entity situation. The crisis in the enterprise may be indicated by deterioration in financial performance compared with previous years. The crisis is a period of vital activity of any subject, which leads to a turning point, due to the influence of internal and external factors. The crisis is one of the key elements in market economy regulation. Crisis phenomena are a small number of unstable crisis manifestations that arise synchronously with each other in different areas of the enterprise, or a certain phenomenon that occurs with implementing a specific process of functioning of the entity. The causes of crisis phenomena are based on the interaction of objective and subjective, external and internal factors. The prerequisites for the emergence of crises are the sudden emergence of unforeseen events in the external environment; change of relations with contractors; changes within an entity; changes in technology development. There can state the fact that the danger of a crisis always exists and it needs to be predicted and prevented. Particularly acutely, the problem of assessing the course and occurrence of crisis phenomena concerns the sphere of provision of housing and communal services. There are concerns that the housing and communal sector of Ukraine is in a crisis, and the positive changes in the establishment of market principles of management are hindered. The internal causes of the crisis situation of housing and communal services enterprises activity include low-quality management, the imperfection of the pricing mechanism, an increase of receivables, maintenance of extra workplaces, production process technological inconsistency, lack of long-term investment, a deficit of own working capital, irrational organizational structure. The work of an enterprise can be negatively affected by any factor, which can lead in the future to a crisis. Most types of threats relate precisely to internal factors, which suggest that the protection of housing and communal services enterprises from crisis phenomena depends on the quality of its work. Therefore, in practice, for the activity of housing and communal services enterprises, analytical approaches should be applied which allow estimating the current situation of the enterprise and its development prospects, in particular, the method of SWOT-analysis. Forecasting the crisis is an important stage in the development of the company’s work plan, crisis phenomena create barriers for enterprises, especially entities of housing and communal services. These enterprises are fully dependent on the municipal budget, so they must constantly monitor external and internal factors that can lead to a crisis in the enterprise. The SWOT-analysis methodology allows tracing the strengths and weaknesses of housing and communal enterprises, assessing the threats and opportunities that companies will be able to guarantee stability in their work, despite the threat of crises that could not be anticipated in advance.
