METHODICAL APPROACHES TO DETERMINING THE EFFECTIVENESS OF THE NATIONAL MOTOR TRANSPORT SYSTEM OF UKRAINE

Abstract
The purpose of our research is to substantiate the methodological approaches to determining the effectiveness of the national motor transport system of Ukraine. The peculiarity of the road haulage market is the absence of a public sector in the economy. Only private carriers are operating. Thus, the main function of the Ministry of Infrastructure of Ukraine is to form and ensure the implementation of state policy in this area, the definition of "rules of the game", ensuring the sustainable functioning of passenger and freight road transport. We have found that for systematic comprehensive assessment of the national transport system, all indicators should be grouped according to three components: economic, social and ecological. Using the proposed system of indicators will allow analyzing information on the level of development of the national motor vehicle system and its impact on the socio-economic development of the state and, accordingly, will provide information for making informed decisions.
