Methodological approach to technical and economic feasibility of projects for new space technology products

Abstract
The work aim is to provide a theoretical foundation for developing a procedure of the estimation of effec-tiveness for space dual-use systems projects. The methodological approach to the feasibility study of scientific and technical projects for new space dual-use space systems is presented: a comprehensive criterion of the estimation of effectiveness is formed, a conceptual approach to assessing the risk level for implementing the project is described, an enlarged algorithm for calculating the expected efficiency factors is presented. The considered methodological approach has been used for the financial and economic feasibility of the Concept of the Ukraine’s State Space Policy for the period to 2032 and the Ukraine’s State Target-Oriented Scientific and Technology Space Program for 2013-2017.
