METHODOLOGICAL BASIS OF STATE CONTROL IN UKRAINE

Abstract
The question of state control through the study of its concrete manifestations, forms and methods by which enti-ties sold powers of state control in Ukraine. It is noted that the form of state control - this is how the proceedings control activities, its practical implementa-tion, carried out within the limits of state authority inspection body, based on the relevant principles and applied to achieve these goals with the greatest degree of effectiveness of control activities. It is emphasized that the choice of forms of control largely depends on its efficiency, and providing zatratnist based recommendations for savings and efficiency of labor, material and financial resources. It is proved that under the authority of various oversight bodies use different forms of control is an integrated sys-tem that allows control subjects in its entirety to get the necessary information about the progress of activities under the control of objects, such authorities; identify deviations from established normative legal acts requirements, rules and Procedures to Implement controlled objects, obtaining them from activities relevant results; take measures to prevent and stop violations, restore and realization of violations, outstanding solutions and appropriate use stipulated by law the violation found during the control measures for bringing the appropriate types of liability of officials re-sponsible for the violations. The forms of state control include: inspection, inspection, audit, assessment, monitoring. All these forms of con-trol are some features that occur during the various control measures. The analysis of the basic principles of state control that serve the foundation upon which all must develop specific regulations in public control and legally significant action control subjects. Defined the basic principles of control which include: independent monitoring as an essential attribute of democ-racy and obligatory element of management; legislative strengthening the independence of regulatory authorities; de-termine the necessity of prior control and monitoring of actual results; availability of external and internal control as a prerequisite the existence of control; transparency and openness of the regulatory requirement of compliance with commercial and other secrets protected by law.
