MODEL «CENTER-PERIPHERY» IN THE REGIONAL DIMENSION

Abstract
Ukrainian Black Sea region, consisting of Odessa, Mykolayiv and Kherson regions is characterized by uneven socio-economic development, which is displayed in many economic indicators within the region. Therefore, the definition and analysis of the «center-periphery» Ukrainian Black Sea region, the distribution function of its constituent elements is the actual problem, the solution of which contributes to a better understanding of the structural and functional characteristics of the region, its territorial organization and the prospects for development in the context of regional policy. Imbalance between center and periphery in the Ukrainian Black Sea region is a result of historical, rasselencheskih, demographic, economic and other reasons. And functions of the center does not perform any particular locality, as it is in other regions of Ukraine, and the entire Сoastal zone. Occupying just over a third of the total area of the region, the Coastal zone accumulates two-thirds of the region’s population. Here fixed all powerful technical infrastructure, maritime complex, research potential, recreation and wellness resources and large-scale economic activity which is oriented on export-import operation. At the same time, a huge area of periphery, performing mainly agricultural, energy production and environmental functions, differs very low demographic and socio-economic indicators, which each year only worsen. Exceptions are Pervomais’k, Yuzhnoukrayinsk, Voznesensk in the north of Mykolayiv region and the cities of Kherson region, functioning on the basis of Kakhovkiy hydrologic unit – Novaya Kakhovka, Tavriysk, Berislav that could potentially have a positive impact on the depressed regions. Summing up, we can say that without a clear strategy for socio-economic development of the region, which would take into account all the features of center-periphery relations, the imbalance between them will only get worse.
