Models for Quality System and Business Excellence Implementation in Higher Education

Abstract
This paper presents the experience of the authors, which was acquired during the preparation and initial steps in the project implementation of the quality system at the University of Montenegro. The paper points out some models and distinguishes one, in our opinion, which is based on detailed analysis, the optimal model for the establishment of quality in higher education and excellence in higher education. Also, the paper was presented and the structure and basic for referential which can make implementation of a high quality in the institution.
