MODERN MECHANISMS OF INFLUENCE OF INSTITUTIONS OF CIVIL SOCIETY ON STATE AUTHORITIES BODIES

Abstract
The article explores the mechanisms of interaction of civil society institutions with public authorities at each stage of policy development and implementation. In particular, the role of civil society institutes at the stage of policy formulation, policy implementation, policy research is defined. According to the European Code of Best Practices for Public Participation, mechanisms for participation of non-governmental organizations in the decision-making process and involvement of civil society in public policy. Direct actions (flash mobs, performances, pickets, rallies and protest actions) are the most common and often more effective tools of the influence of civil society institutions that enable the achievement of the result. Indirect impact tools such as information, counseling, dialogue, partnership and control are gaining momentum in Ukraine. Yes, informing is not a very effective way of engaging citizens, since it only involves the receipt of relevant information from public authorities and does not involve real interference in the process. Public consultation encourages the involvement of NGOs to express their professional judgment on a particular issue. Dialogue is a more qualitative level, which includes bilateral communication based on mutual interests and potentially common goals, with a view to ensuring a regular exchange of views. The most promising but least used in Ukrainian realities is a partnership between government and civil society.
