MODERNIZATION OF LOCAL GOVERNMENT IN KAZAKHSTAN AND THE CIS: THEORY AND PRACTICE

Abstract
The need and nature of local government, its components, purposes, tasks and also development tendency at the present stage in Kazakhstan, in the near and far-abroad countries are specified. During the comparative analysis the fundamental differences of categories "local selfgovernment" and "local public administration" are revealed, their essence and contents, the principles and functions are given. The necessity of multiple approach of modernization of management processes at the local level is proved. The priority directions of improvement of policy of administrative reforms in Kazakhstan and the CIS countries are suggested.
