Monitoring of social risks as a part of assessment of social policy efficiency

Abstract

The article is devoted to development of tools for the monitoring of social risks as part of assessment of social policy. The authors give the definition of the monitoring of social risks. Their definition is based on the fact that it is the systematic activity of planned and regular tracking of a defined system of indicators characterizing the main types of events which leads to the spread of such phenomena as unemployment, loss of income, low income and so on. The authors offer the main provisions for the establishment of a monitoring system of social risks (MSSR): - MSSR is developed as a typical monitoring system with a defined structure of information base and the core system that includes typical procedures for data processing and analysis, and its shell – the process of measurement and analysis of specific characteristics of social risks; - MSSR users who work with the results of monitoring should have special knowledge in the field of social policy and social risks; - the system is created by the consistent increasing of functions considering the difficulty of pre-determination of all tasks solved using MSSR; - MSSR is created as an open system, and, in it, along with the results of monitoring, the user is provided with the access to information resources that are used in the system; -complex structure of data storage is used that is caused by the complexity and volume of information provision. In general, the monitoring system of social risks in the labor sphere will provide access to the archives and operational data, information on users, regulatory documents and databases for operational service of the monitoring system, database monitoring results. Evaluation of effectiveness of measures to minimize social risks is one of the most important areas of use of the results of monitoring. It serves as an appropriate analytical tool assigned to measure cause and effect relationships, effectiveness and impact assessment and forecast the consequences of measures to prevent factors that actualize social risks. It is proposed to consider the subsystems that reflect the interaction with information management, calculation of indicators, results analysis and visualization of information as the main elements of the monitoring system of social risks. It is noted that the effectiveness of the monitoring system will depend on the consideration of specific needs of the particular users.
