Municipal web sites accessibility: conformance evaluation against WCAG 2.0

Abstract
Although the web accessibility problem was given a high visibility at European level, the progress is still unsatisfactory. In this paper we present the results of a study carried on in 2012. The purpose of the study was to assess the conformance against WCAG 2.0 accessibility guidelines of 98 web sites from the local public administration. For each web site three web pages were evaluated. The results are comparatively analysed with those of a previous study from 2011, targeting a sample of 30 municipal websites. The results show a low level of web accessibility.
