Abstract
Defined f the social phenomenon of e-democracy, historical stages of its development, means and tools of e-democracy are analyzed, normative regulation of creation systems of electronic petitions for communities as an effective tool of e-democracy is analyzed, suggestions on further development of e-democracy facilities taking into account local features are made.
