The first section discusses the concept of "the mentality of Pearl Harbor" as structuring repository culture of security actors. The second section discusses the contribution of the concept of “partitioning” in the work of construction of identities of the actors. The third section puts into perspective the product of the confusion between the concepts of strategy and tactics of these actors and its impact on temporality.
