Abstract
Great Tehran, largest demographic, economic, bureaucratic, political and industrial center in Iran, confronts serious and critical issues and disorganizations. Among them, it's necessary to consider threats due to natural disasters rather than other problems. Risks that threaten Tehran and concerned area haven’t been limited to earthquake and floods. Based on performed studies, there are frequent faults, also based on scientific studies and historical observations, Tehran is determined as a region with frequent seismicity and there is the possibility of occurring earthquake in Tehran with magnitude 7 in Richter scale and in 10 next year’s its probability is 69%. With respect to the lack of ability to prevent earthquake and disability of professionals in predicting its time, it's preemptive to determine the rate of earthquake risk with the knowledge of Tehran seismicity and tectonics in order to prepare necessary planning to make resistant the structures and implement preventive actions. To explain the above- mentioned subjects, we have decided to apply management principles , policies, phases and performances to determine, analyze, achieve, monitor, control and assess these risks.
