NATURAL RESOURCE POTENTIAL OF UKRAINE IN THE FOCUS OF ANALYSIS OF ITS STATE AND PROSPECTS FOR USE

Abstract
Authors identified key issues of the land, forest, water, and airspace resources use in Ukraine. The main problem of land use is overplowed fields, use of mineral fertilizers and the lack of transparent and competitive market conditions. In the context of the efficiency analysis of forest resources, the author listed the issue of system institutionalization of the unauthorized felling of forests, including the export of raw timber. According to the analysis of the use of water resources, the key issues here are the high level of water losses during water use, as well as the capacity reduction of the treatment facilities. Very limited is the practice of using water resource in alternative energy. Highlighted is the prospect for implementing the combined method of wastewater treatment in contrast to the biological method, which is very energy consuming. A significant advantage of the combined method is the ability to obtain the resource biogas. According to the study of the airspace resource usage, paper clarified the trend for gradual reduction of emissions of harmful substances into the atmospheric air. Suggested is the analysis of environmental and resource productivity indicators in the framework of the national monitoring of Ukrainian “green” growth. Indicated is the increase in carbon productivity of GDP at constant prices in 2010 and in purchasing power parity. It is found that there is an increase in GDP per unit of energy and water consumption. However, GDP increases to waste generated. Therefore, the measures for waste management must be effective. Required is the consideration of social aspects of Ukrainian natural resource potential. This is possible to study with the sociology of the environment. Author identified ratings of Ukraine according to indicators of natural resource potential use in the global space, in particular, depending on the component of the ecological sustainability of Human Development Index, The Environmental Performance Index and the Environmental Vulnerability Index. Comparison of leading countries shows significant efficiency in the use of the various components of the Ukrainian natural resource potential with the need to stimulate environmental investments and innovations, and the emergence of ecological economics.
