Expenditure rules as an element of the fiscal framework in the European Union countries

Abstract
At first the paper presents the concept of fiscal rules and discusses the reasons for their use. Then it characterizes possible options of construction of expenditure rules and indicates their advantages and disadvantages. The next part of the article presents how the importance of these rules in both national and supranational fiscal policy framework in the European Union countries changed in the years 2004–2011. The construction of expenditure rules in force in the year 2011 is also analysed.
