Hybrid PPP Models in Polish Economy

Abstract

 The public-private partnership (PPP) is a model of cooperation between the public and private sectors that allows public entities to carry out investment projects without having to contribute their public-sector funds. The attractiveness of that model comes from the cooperation of public entities with the private sector, although each of the party involved in a PPP model has a different objective. What is an opportunity to popularise this model more, is the possibility to carry out projects with EU funding through the creation of the so-called hybrid public-private partnership models that at the same time use money from EU funds, private capital and – possibly – domestic public funding. The presence of EU funds plays a very important role not only because it increases the availability of financing, but also because it improves the project’s credibility for other partners (including the financing institutions). The aim of this article is to analyse and assess the popularity of the hybrid models in the conditions of Polish economy with special attention paid to the types of the PPP models, the industry sectors in which the hybrid models are applicable and the amount of the EU funding used in the years 2009-2011. The article will also be an attempt to outline the prospects for the PPP projects supported with EU funds that would provide for a broader use of that form of cooperation in the sector of public utility services.
