PLEADING FOR PLANNING. AN AMERICAN EXPERIENCE

Abstract

 Perhaps the first question that has to be answered reading the title of this article is “why do we need planning?” As the population grows and the technologies become, more and more complicated, the goals of planning are very clear: health, public safety, circulation, provision of services and facilities, fiscal health, economic goals, environmental protection, in short, green areas, entertainment and recreational places where people feel safe and where they like to live. To be more convincing I brought into attention United States’ many years experience in planning. The history of planning in the United States is a response to urbanization and the problems it has brought. Nevertheless, there are some pressing needs, which the US are confronted with and may be generally applied. Some of these needs are: industry will need to continue to reduce pollution and increase recycling efforts; people will need to live in more compact settlements; land-use, taxation, and financing programs will need to be reformed to promote compact development, mass transportation, and administration of rural lands etc. needs that are presented in this article. But this is far from a complete listing. It is simply meant to give some feeling for the range of planning issues.
