New Challenges and Concerns for Polish Foreign Policy in the Second Decade of the 21st Century

Abstract

According to the author, during the last few years the international environment of Poland, including its neighbourhood policy, as well as, the policy carried out on a European level, has deteriorated from the perspective of Polish interests. The main challenges and concerns for Polish foreign policy are related to the crises occurring in the EU and the crisis, which later converted into conflict in the Eastern part of Ukraine. The new elements presented in the international environment of Poland led to new dilemmas in the country’s foreign policy and to difficult choices between the continuation of the foreign policy conducted until now, and the potential need to modify it. The main challenges and concerns for Polish foreign policy are currently related to: the crises in the EU and their implications for the Polish integration policy; the scale of modification of Polish foreign policy towards the East, in the context of the crisis and conflict in Ukraine; dilemmas related to Polish policy towards Germany, in addition to defining if it is better to strengthen or weaken the “benign hegemony” of Germany in Europe; the scope of Polish-US cooperation in the field of military security; and finally, the implications of the evolution of the NATO strategy, and its functions and roles in shaping national and international security. The way that the above-mentioned challenges and concerns will influence Polish foreign policy in its bilateral and multilateral relations depends on the decision-makers and their ability to properly recognize the tendencies in the international environment of Poland, as well as, on their will and competencies to make decisions that will reduce or eliminate the challenges and concerns to the security of the country.
