Abstract
Closing to the last quarter of twenty century there have been important changes in the society especially in politics, economy, culture, and technology. These tremendous changes are continuing with the twenty first century. Organizations which rule the society for a long time have been insufficient, so new organizations have been seen. Civil society organizations have been crucial due to the changes. In this study, the reasons for the emergence of civil society organizations, changes seen, the importance of them and main issues in Turkey will be discussed. Finally, according to its capacity and position, Kızılay as an important example of civil society organizations in Turkey will be debated.
