NORMATIVE AND LEGAL FRAMEWORK FOR THE FUNCTIONING OF NATIONAL COMMONWEALTH

Abstract

The Commonwealth of Nations is an international organization uniting fifty-three states (former colonies of Britain and those countries that were not previously colonies – Mozambique, Rwanda, Namibia, Cameroon), located on different continents and is-lands, not in the territory of the former metropolis. They have different levels of economic development (they are developed and un-derdeveloped economies), and therefore the relations in the middle of the Commonwealth and the relations of the Commonwealth countries with non-member countries are due to the economic goal – special and extraordinary. The use of internal relations and mechanisms of interaction of the Commonwealth in the interests of its members, as it develops their sphere of external relations. In the article the author analyzes the normative-legal principles and peculiarities of relations between countries within the Common-wealth of Nations and members of the international community. The conclusions state that the regulatory framework, which is intel-ligently divided into two groups, defines all areas of the Commonwealth relations within the community and coordinates the princi-ples of relations with other countries. The normative legal base of the Commonwealth of Nations is presented by various types of documents, including Declarations, the Charter, and the final communiqué of meetings of member states. If the Declarations establish the main rules of communication within the Commonwealth, the types of relations between them (in particular, equality), initial goals and objectives, the outcome of the Communicative meetings offers an analysis of existing problems within the Commonwealth and, as a consequence, the evolution of the Association’s goals, so that the Commonwealth could respond challenges of the present
