Оцінка базових характеристик рентного інструменту регулювання лісокористування / Estimation of basic characteristics of the rental instrument for regulation use of forests

Abstract
Rent management of forest management in Ukraine is explored. It is substantiated that the relevant state policy in this area is conservative. The existing mechanism of this regulation does not comply defined reproductive and environmental functions exclusively fiscal. It is proposed to improve the basis for collecting rent payments on the economic evaluation of forest resources to enhance the incentive effect on forest users' activities. Досліджено рентне регулювання лісокористування в Україні. Обґрунтовано, що відповідна державна політика у зазначеній сфері є консервативною. Існуючий механізм такого регулювання не виконує повною мірою встановлених відтворювальної та природоохоронної функцій, виключно фіскальну. Запропоновано для посилення стимулюючого впливу на діяльність лісокористувачів удосконалити базу стягнення рентного платежу на основі економічної оцінки лісових ресурсів.
