On the question of the transformation of the functions of trade unions in a social state

Abstract

The article analyzes the change of the features of trade unions in the concept of a social state, explains the views on the participation of trade unions in a social state. It was determined that the formation of the idea of a social state was associated with the adoption of the concept of human rights, the strengthening of the influence of social movements, including trade unions on socio-political processes. It is substantiated that one of the priority tasks of trade unions on the way to building a modern social state should be promoting of sustainable development from a productive social dialogue between the state, employers (private sector) and civil society institutions. It is concluded that since a social state is not a permanent structure, and dynamically develops in each country with its peculiarities, the participation of trade unions in the development of welfare states in each state is different. The article states that in new socio-political realities, before the trade unions, there are many challenges: the reduction of membership in connection with the preservation of crisis trends in the economy and structural changes in society, unfavorable political conditions, the growth of non-typical forms of employment. It found in today’s conditions trade unions should actively seek new forms and methods of interaction with other public institutions, authorities, employers, not limited to functions protecting labor rights of employees. It is noted that today the traditional tasks of trade unions, such as the struggle for raising the incomes of the population, overcoming poverty and unemployment, illegal employment, adoption and implementation of socio-economic programs should be the most important in the activities of trade unions as these parameters are vital in building a social state.
