ON THE TASKS OF THE DIGITAL ECONOMY, LOOKING BACK AT THE WORKS OF PROFESSOR KARL BALLOD

Abstract

The works of Karl Ballod (1864-1931) - a Russian-German economist of world importance (of Latvian origin) are analyzed. K. Ballod received scientific recognition early: already in 1898 - at the age of 34 - he received the Great Gold Medal of the Petersburg Academy of Sciences and the Dmitry Tolstoy Prize for his research on population demography in Russia in 1897. K. Ballod surpassed the work of Academician V. Bunyakovskii. K. Ballod in 1913 introduced the Demographic Load Factor (Belastungskoeffizient), which is still used in world demography (according to the UN and OECD). Karl Ballod's book The State of the Future (1898) was used by the German Socialization Commission (1918), in Soviet Russia, developing the GOELRO Plan (1920), compiling the "Balance of the National Economy of the USSR for 1923-24". In this book for the first time the idea of input-output analysis is stated. Following K. Ballod, five priority tasks facing the Russian National Program of the Digital Economy were identified: (1) it is time to restore the State Planning Committee, having assigned to it the primary task: in a socially just state, the state is responsible for the production of goods and services in volume by the law approved "consumer basket" for of the total population of the country; (2) the development of an input-output analysis should be resumed and implemented in the work of the State Planning Committee; (3) on demographic research. The program of the digital economy in Russia will certainly face population changes, more precisely, with the need to take into account the aging population, on the one hand, and with large migration flows, on the other; (4) to ensure high payment for intellectual labor, the selection of gifted children and their education; (5) introduce a five-six-year "state labor service" for men and women.
