OPENING OF OWN BUSINESS AS A WAY FOR SOCIAL AND ECONOMIC ADAPTATION OF ATO VETERANS

Abstract

Purpose. The aim of the article is the diagnosis of the current state of support and stimulation of the processes for starting and doing business by ATO veterans, as well as deepening the theoretical aspects and developing practical recommendations for the effective combination of public and governmental initiatives in this area. Methodology of research. General scientific methods are used in the process of research, in particular: the method of scientific abstraction – to determine the state of social and economic and institutional provision of the processes for adaptation of ATO veterans, methods of questioning and focus group research – to form a list of barriers for starting and doing business by ATO veterans; generalization – in order to develop proposals for solving problem situations in the area of starting their own business by demobilized ATO participants. Findings. The analysis of existing public initiatives and regional programs for the support of ATO veterans in Ukraine as a whole, and in the Ternopil region is conducted; in particular, the functions of the institutions that provide them are investigated. It is determined that the activities of these structures are insufficiently effective today, communication processes between ATO veterans and institutions that have potential and real opportunities to provide them with qualified assistance and support are much more complicated. The study of the experience of developed countries (USA, UK, Canada) concerning the formation of a favourable social, institutional and informational environment for the opening of their own business and implementation of business initiatives of demobilized combatants has been carried out. It is determined that for veterans to succeed, it is necessary to take into account the best practice of volunteer initiatives and experience of developed countries. The Roadmap is considered as an instrument for the formation of a favourable policy of small and medium business in the region. Originality. Focus group studies of obstacles for starting and doing business with ATO veterans are conducted. The results of the studies allowed to form a list of barriers for the establishment and conduct of private business, as well as to develop a number of relevant proposals to overcome the problem situations in this area at the regional and national levels. Practical value. The obtained results of the research are aimed at solving the problem of employment of veterans ATO by starting their own business. The results can be used in the process of forming regional programs for the provision of social and economic assistance to ATO participants.
