OPTIMIZATION OF THE ECONOMIC MECHANISM OF BALANCED DEVELOPMENT OF SUBSOIL USE IN CONDITIONS OF DECENTRALIZATION OF AUTHORITIES

Abstract
The methodological approaches to modernization of the economic mechanism of subsoil use and environment protection in the conditions of decentralization of authorities in Ukraine are developed. The system of measures is proposed. The system of measures for such a mechanism is offered, in particular about expediency of granting larger authorities to institutions of local government independently establish the amount of rental payments for subsoil use for mining of local value and other natural resources; to withdraw the ecological rent.
