Організаційно-економічна модель міжрегіонального співробітництва

Abstract
У статті досліджено сутність організаційно-економічних моделей та особливості їх застосування для планування процесу міжрегіонального співробітництва. аналіз Визначено складові необхідні для реалізації та забезпечення міжрегіональних зв’язків; структуру та основні елементи організаційно-економічної моделі міжрегіонального співробітництва. Розкрито специфічні властивості організаційно-економічного моделювання. With the accordance to the dynamic development of the economy, the management is faced with the challenge to develop the organizational and economic mechanism of production and economic activities of the entity (the region). It would preserve and strengthen the entity (the region) strong position in the market to meet the needs of consumers, to respond to changes in the environment properly and efficiently as well as to ensure sustainable development. Constant changes in the environment, high competition, technology development stimulate managers to rebuild and to improve organizational-economic mechanism of management the way to ensure a balanced production, investment, and innovation. Model building is a method to study economic phenomena and processes. According to it, one can visualize the object and describe its internal structure and external relations as well as to describe, to explore and to determine the impact of factors on the resultant figure. The implementation of regional cooperation requires considering two major issues - the selection of specific forms according to the activities of interregional cooperation and organizational and economic structure. Thus, to select the particular form of regional cooperation is necessary to analyse a number of constituent elements required for implementation and maintenance of interregional relations. It includes: - assessment of social and economic development of regions (degree of region integration, the ability to enhance mutual competitive advantages for the regions by participating in the regional cooperation, the effect of interaction); - choice of form and to form inter-regional cooperation on this basis; - implementation of economic and mathematical modelling of regional cooperation for the particular type of appropriate inherent to this type of cooperation organizational and economic structure. The general model of interregional cooperation reflects the sequence of actions aimed to select the type of cooperation for which specific organizational and economic model implemented by the entity will be built. The structure of the organizational and economic model of the production process of a particular entity typically consists of three main elements. They are: the structural elements of the process (in the form of a list), model of organizational structure of the process (as a schemes of its implementation - connections between circuit elements), economic and mathematical models of each of the structural elements of the production process, including emerging economic and mathematical model of the overall process. According to the fact that the process of interregional cooperation mechanism is consider as a process, the nature and characteristics of interregional cooperation must be taken into account. Organizational and economic model provides a clear understanding about the order of cooperation process through the description of its structure graphically (organizational charts, network schedule, etc.). Such schemes allow examining possible variations while restructuring scheme of implementation or changing of selected items (parameters) as well as analysing and synthesizing the structure of the process to predict the economic results that may be obtained through the changes. Thus, according to the current state of socio-economic development of the regions of Ukraine, it is necessary to take advantage of interregional cooperation in order to obtain the effect of increasing their competitive advantages. Organizational-economic modelling of interregional cooperation as a set of organizational and economic instruments that function on the organizational and economic parameters of system of management will lead to competitive advantages, the formation and strengthening of organizational capacity of Ukrainian economic entities and the efficiency of the regions in general.
