Organizational regulatory and economic precursions of social and economic relations forming between interest groups in the agricultural production

Abstract
The issue of forming separate interest groups in the process of creating a new institutional environment is studied. The role of assumed players represented by the state, direct owners and tenants in the search for compromise solutions is determined. The situation of the agrarian market in the variants of the status quo is determined, namely, the moratorium on the sale of agricultural lands, as well as foresight, in case of cancellation of the moratorium. The statistical data characterizing the current situation of the agrarian market are presented. A number of problems arising as a result of implementation of large-scale reforms related to territorial administration (transfer of state-owned lands to territorial communities), as well as decentralization are shown. Positions in these processes of the state, large agricultural holdings, tenants and share holders are defined.
